Tallinn or Krakow?

I'm a best man and planning a stag weekend for the groom! I've had a look around, and Tallinn seems a popular place - but Krakow also looks good! Anyone in Tallinn tell me how locals react to stag groups? I wish I could say that we are well-behaved, but I reckon that there are a few in our group that (once they've had some vodka!) will behave, frankly, badly! How do the police react to naked singing men on the streets ??? Honest answers appreciated!
