Looking for artist to do custom painting?

I’m looking to have someone paint/draw a larger picture based on a photograph. This is going to be based on a photo of my boyfriend and I. (an anniversary gift for him) I am wondering if it would be a good idea for a street artist to do this, as they normally sketch people sitting there. Also, since I will be there in the winter, are there even street artists out? Any good ones anyone knows of? ( I wouldn’t want the picture to look very cartoon-like or with abnormally large heads as they sometimes draw.) Any other suggestions of someone else I could contact? All I keep getting when I search is art GALLERIES, but I can’t seem to find someone who would do some custom work for me. Thanks!
